How... Expected

This CNN story seems to think that people are going to be surprised by the fact that the numbers of urban highschoolers who have had sex, done drugs and drank alcohol are similar to those for suburban schools. I just don't know why. I think most people are aware of the fact that teenagers are hot-headed, and have poor judgement, regardless of how much money they have.
